I forhold til dette med dekretstyre og de gamle institusjonene som nå blir byttet ut:

- "These institutions were notoriously repressive during their nearly four decades of existence"

- "Before Wednesday, intelligence agencies had not been regulated by federal intelligence law."

Så alt ligger an til at ting blir BEDRE med Chavez institusjoner enn de var med de gamle.

I forhold til disse såkalte "community-monitoring groups" så blir dette også framstilt svært skjevt. Det er rett og slett grep for å dempe den utbredte kriminaliteten, ikke skumle spionnettverk:
"Communal tables will take an integral approach to crime prevention, which includes educational, health, infrastructure, and economic solutions."
